Sowohl ... als auch means both ... and. It links matching elements, such as two rooms or two costs. A fictional flat has both a balcony and a cellar.
Die Wohnung hat sowohl einen Balkon als auch einen Keller.
The flat has both a balcony and a cellar.
Eva prüft sowohl die Miete als auch die Nebenkosten.
Eva checks both the rent and the additional costs.
Der Vertrag nennt sowohl die Kaution als auch die Laufzeit.

Der Balkon is balcony, der Keller cellar, die Kaution deposit and die Miete rent. These examples describe particular invented flats, not general rental rules.

Neither feature is available
Weder ... noch means neither ... nor. It already makes both elements negative. Do not add nicht or kein to express the same simple exclusion.
Die Wohnung hat weder einen Balkon noch einen Garten.
The flat has neither a balcony nor a garden.
Im Zimmer stehen weder ein Bett noch ein Schrank.
There is neither a bed nor a wardrobe in the room.
Die Anzeige nennt weder die Miete noch die Kaution.
The advertisement mentions neither the rent nor the deposit.
Eva hat weder Zeit noch Interesse.
Eva has neither time nor interest.
A flat with weder Balkon noch Garten has neither a balcony nor a garden. The sentence states two absences, unlike entweder ... oder, which presents alternatives.

Keep the two parts parallel
The paired expressions can connect two adjectives or two actions too. Put each part directly before the element it introduces. This makes it clear whether both things apply or neither does.
Das Zimmer ist sowohl hell als auch ruhig.
The room is both bright and quiet.
Der Flur ist weder dunkel noch eng.
The hallway is neither dark nor narrow.
Wir wollen sowohl die Wohnung sehen als auch den Vertrag lesen.
We want both to see the flat and to read the contract.
Eva möchte weder umziehen noch mehr Miete zahlen.
Eva wants neither to move nor to pay more rent.
Hell means bright, ruhig quiet and befristet fixed-term. Keep the grammar balanced: sowohl hell als auch ruhig; weder laut noch dunkel.
