Joining items with sowie
Sowie means as well as. Like und, it joins words or phrases, but it sounds more formal and is typical of official texts. It often adds the last item to a list: A und B sowie C. In Germany, children aged one and over have a legal right to a childcare place.
Die Stadt baut neue Kitas sowie zwei Familienzentren.
The town is building new daycare centres as well as two family centres.
Eltern erhalten Beratung zum Elterngeld sowie zur Elternzeit.
Parents receive advice on parental allowance as well as on parental leave.
Das Angebot richtet sich an Mütter und Väter sowie an Großeltern.
The offer is aimed at mothers and fathers as well as grandparents.

In this meaning, sowie does not change word order and cannot start a sentence. Repeat a preposition after sowie when the article changes, and often simply for clarity: zum Elterngeld sowie zur Elternzeit. Das Elterngeld is parental allowance, die Elternzeit parental leave and die Kita a daycare centre.

Adding a point with darüber hinaus and überdies
Darüber hinaus means in addition, and überdies means moreover. Both are adverbs: they add a new point, often in a new sentence. Überdies is more formal and mostly written.

Die Gemeinde hat neue Kita-Plätze geschaffen und darüber hinaus die Gebühren gesenkt.
The municipality has created new daycare places and has also lowered the fees.
Das Programm ist kostenlos und überdies für alle Familien offen.
The programme is free and is moreover open to all families.
At the start of a sentence, the adverb takes the first position and the verb follows immediately: Darüber hinaus gibt es … . After und, the adverb stands in the middle of the clause. Die Gebühr means the fee.

A party proposal
A fictional party presents its family policy plans, and critics respond. Formal texts like this combine all three ways of adding information. Darüber hinaus and überdies can start a sentence, but sowie in the sense of as well as cannot.
Die Partei schlägt mehr Kita-Plätze sowie bessere Bedingungen für Erzieherinnen und Erzieher vor.
The party proposes more daycare places as well as better conditions for nursery teachers.
Darüber hinaus soll das Elterngeld für Väter attraktiver werden.
In addition, parental allowance is to become more attractive for fathers.
Überdies will sie Familien mit geringem Einkommen stärker unterstützen.
Moreover, it wants to give more support to families on a low income.
Kritiker fragen jedoch, wie diese Pläne finanziert werden sollen.
Critics, however, ask how these plans are to be financed.
Die Erzieherinnen und Erzieher are nursery teachers. Mit geringem Einkommen means on a low income. A plan that wird finanziert is being paid for; wie … finanziert werden sollen asks how it is to be paid for.
