01
Afraid of being watched
The passive infinitive is the participle plus werden: überwacht werden, to be monitored. After a modal verb it stands alone at the end. After expressions such as Angst haben or es unangenehm finden, it becomes a zu-infinitive: überwacht zu werden.
| Where it is used | Form | Example |
|---|---|---|
| after a modal verb | gespeichert werden | Niemand möchte gespeichert werden. |
| in a zu-infinitive clause | gespeichert zu werden | Ich habe Angst, gespeichert zu werden. |
| active, for comparison | zu speichern | Die Firma plant, Daten zu speichern. |

Zu always comes directly before werden, never before the participle. A comma separates the zu-infinitive clause from the main clause. The shop and people here are invented.

03
A formal complaint about surveillance
In a formal complaint, the passive infinitive lets you focus on what happens to you or your data. Verbs such as ablehnen, bitten and scheinen combine with a zu-infinitive, while modal verbs such as müssen take the passive infinitive without zu.
Ich lehne es ab, ohne meine Einwilligung erfasst zu werden.
I refuse to be recorded without my consent.
Meine Daten scheinen ohne Grund weitergegeben zu werden.
My data seems to be passed on without reason.
Die Aufnahmen der Kameras müssen nach drei Tagen gelöscht werden.

I ask to be informed of the result of your review.
Die Einwilligung means consent, erfassen to record, weitergeben to pass on and die Aufnahme recording. With a separable verb, the participle keeps its prefix: weitergegeben zu werden.
