Can it be changed?
Sich lassen plus an infinitive can express that something can be done: Die Miete lässt sich senken. This corresponds to Die Miete kann gesenkt werden. The grammatical subject is the thing affected.
Die Miete lässt sich senken.
The rent can be reduced.
Die Kosten lassen sich verteilen.
The costs can be distributed.
Der Leerstand lässt sich verringern.
The amount of vacant property can be reduced.
Das Gebäude lässt sich umbauen.
The building can be converted.
The town and proposals are invented. Die Miete means rent, der Leerstand vacant property and der Wohnraum housing space. A possibility statement does not promise that a measure will work everywhere.

Limits and ease
Add leicht, schwer or nicht to express how possible an action is. Die Wohnung lässt sich leicht vermieten means it is easy to rent out. Nicht lässt sich is not the ordinary word order here; use lässt sich nicht.
Die Wohnung lässt sich leicht vermieten.
The flat is easy to rent out.
Hohe Baukosten lassen sich nicht einfach vermeiden.
High construction costs cannot simply be avoided.
Der Plan lässt sich nur schwer finanzieren.
The plan is difficult to finance.
Neue Wohnungen lassen sich hier nicht schnell bauen.
New flats cannot be built quickly here.
Bezahlbar means affordable and der Sozialwohnungsbau means social housing construction. The construction reports feasibility; it does not specify who will perform the action.

Keep the clause order
In a subordinate clause, the finite form of lassen goes last: dass die Kosten sich senken lassen. The reflexive pronoun remains in the clause and the action infinitive comes before lassen.
Eva meint, dass die Kosten sich senken lassen.
Eva thinks that the costs can be reduced.
Ben bezweifelt, dass das Gebäude sich leicht umbauen lässt.
Ben doubts that the building can easily be converted.
Die Stadt prüft, ob neue Wohnungen sich hier bauen lassen.
The town checks whether new flats can be built here.
Wir sehen, dass die Miete sich nicht weiter senken lässt.
We see that the rent cannot be reduced any further.
Compare the two main-clause versions: Die Kosten lassen sich senken. Die Kosten können gesenkt werden. Both express possibility, but they use different verb forms.
